Subscription policies are sets of rules that we maintain. When enabled, you will automatically receive updates to these policies.
The purpose of subscription policies is to make it easier to use RequestPolicy. Subscriptions include many rules that every person would normally have to add to their own policy.
Subscription policies have lower priority than your own policy. For example, when a request from foo.com to example.com was blocked because of a subscription policy rule, you will see an option in the RequestPolicy menu to "stop blocking requests from foo.com to example.com". If you select this, the request will no longer be blocked.
